Removes the need for big leagues, commando and rifleman for modding

This is a small mod I made for myself, it's not completely balanced. 

What this mod does is that it removes the extra perk requirements for Handmade Rifle mods. 

Now all HR mods require Gun Nut, and NV scopes require Science 2 and Gun Nut.

There seems to be more than 4 categories in some areas like the receivers, so Bethesda seems to have used a second perk requirement for balancing it. I believe Commando/Big Leagues limit the player too much. That said, you will find that different tier modifications may have the same perk requirement, such as Gun Nut 3. 

If anyone has a good suggestion as to how to balance tier advancement in HR mods, feel free to drop a comment. I'll probably add if it makes sense. 

May not be compatible with other mods that alter HR records, made with FO4Edit

I seem to have a bug where suppressor attachment is somehow increasing the damage, but I have no idea as to why this is happening. Please leave a comment if you have the same issue so I can confirm and possibly fix it if it's caused by my mod Nevermind that's the Operator perk.
