Download the text file and put it in the same place as the Fallout4.exe.
When in game just open up your console with ~ (or @ for some people) and type "bat dogmeat" without the speech marks.
If you already have a follower, you will have to dismiss them before doing this, otherwise, Dogmeat will try and run away before you ask him to follow you.

Q: Does this allow you to have more than one follower at a time?
A: This file only moves Dogmeat to your location, this is nowhere near a mod that allows multiple followers at one time.
