I made this for myself, but figured I'd upload it if anyone wanted it. I'm not much of an audio editor, so there's still a sound every so often, but it's not the high-pitched annoyance that it was.
Instructions:
1. Go to \...\Documents\My Games\Fallout4 and find Fallout4.ini 2. Under [Archive] find the line: sResourceDataDirsFinal=STRINGS\ and replace it with: sResourceDataDirsFinal=STRINGS\, SOUND\
3. Download and extract the mod files and copy the Data folder into: (on 64-bit machines) C:\Program Files (x86)\Steam\steamapps\common\Fallout 4 (on 32-bit machines) C:\Program Files\Steam\steamapps\common\Fallout 4
