A discussion popped up on "NPC Level Scaling by Genamine" about weak settlers and I decided to do something about it for those playing a 'Ardcore Survival game...

What this mod does:
Actor(s):
-Adds flags to have Settlers Match PC level
-Adds the Flags to prevent Power armor damage when Settlers wear Power Armor (some of us like equipping their Provisioners)
-Leaves the Protected flag

Further fun
-Make your settlers Mortal.. EASIEST way is "Don't Call Me Settler(Settler Renaming and Naming) by a1a3a6a9" and use the mortal flag.

Notes:
-This is for Better Settlers OPTIONAL MAIN UPDATE 1.1C
-Optional Files also available (Beautiful Female Enemies V. 1.99a, Raiderette's etc)
-Click Yes to Overwrite
-Does not yet cover every NPC (like 95%)... Need the records from "Baby Don't Run Away" and waiting on permissions.
-Baby don't run away... (merchants stick to their stores by Stewie
