Adds a Vertibird smoke grenade as a craftable item at the chemistry bench!

I made this for my self but decided it might be interesting to upload! This is mainly good for survival playthroughs when you need to get back to a settlement across the map! 

While sounding some what overpowered it is quite expensive and needs 2 perks to be made (look below for that) to try to balance it out i want to add a condition statement that you need to be part of the brotherhood but im still figuring out the CK
