This mod completely removes the stagger effect from regular enemies. When they perform power attacks, you should no longer (ever) be staggered. On the flip side, it's likely you will no longer be able to stagger either (untested).

Haven't done a ton of testing on this. I made it for myself because the melee staggering was pissing me off to no end (hence the filename). Feel free to suggest improvements.
