In Fallout 4, the highest tiers of enemies don't have a specific level; instead they level up alongside the player, becoming more powerful as you become more powerful.  The problem (in my opinion) is that these enemies gain more and more health as they level up, but your weapons don't do more and more damage as you level up.  For example: a Deathclaw at level 200 will have way more health than a Deathclaw at level 100, but you do the same amount of damage at both levels, so the level 200 Deathclaw is way harder to kill than it seems like it should be.

This series of mods changes the highest tiers of enemies in the game to have a static level instead of scaling to match the player's level.  This means that the highest level of enemies will still be the toughest, but they will not get infinitely tougher as you level up into the 100s and beyond.  Up until about level 50-70 you probably won't notice much of a change, but as you level up higher and higher your enemies won't keep getting more and more health forever.  Your weapons will eventually do as much damage as they will ever be able to do, and to keep things fair your enemies will eventually have as much health as they will ever be able to have.

It's recommended that you install this mod at the beginning of a playthrough to make sure it takes effect properly.  It may not entirely malfunction if installed partway through a game, but it also may not work 100% correctly.
