How do I use the vertibird?

Same as you would in vanilla. Board it, select a location in your pip boy. Watch it go.
Where are the schematics located?

The schematics are located on Proctor Quinlan, keeper of the BoS records. In the event the Prydwen is destroyed, it can be found in a military crate scattered along the coastline not far from the wreckage. Alternatively, open up the console, type "coc AirshipHomeVFTHC" without the quotes, Pick up the airship schematics on the table. Then, open console and type "coc spectacleislandext".

Spectacle Island only. No other place is really big enough to build an airship safely.

...I know. This is intentional. Adding outside LOD to the interior of the airship proved too complex given the new interior layout of the ship. The top part and the bottom part at in the same interior to improve load times.
Can you make it so I can build on the outside of the ship?

I could, but for technical reasons -- I won't. I also don't recommend you try to either as your creations will not travel with you.
