Changes the weather state probabilities for Far Harbor. Now much less likely to have depressing near zero visibility weather.

Probability Changes:

RadStorm 10% to 4%
RadMist 85% to 6%
Rain 20% to 6%
RadFog 12% to 6%
Clear 11% to 80%

Note: Even on clear days, you will still have the ground level mist that permeates the island. Removing that was not the goal of this mod. You'll probably have to sleep or wait out your current shitty weather to see a change.
