Welcome to literally the most simple texture replacement in the world.
Bethesda uses what is called "terrain noise" on terrain LOD to add detail. I, personally, have found that it just looks like a splotchy mess. This is especially apparent when you create a custom worldspace with LOD. This file simply replaces the terrain noise texture to remove LOD noise all together. Other mods try to enhance the texture, but I found it's just more enjoyable to get rid of the noise. If you feel the same, then this mod if for you!
To install:
Simply extract the file into your 'Fallout/Data' folder.
