Description:
Press 'R' when looking at a locked door, container, or terminal. If you can pick a lock or hack a terminal then you can Force/Flush it. This does not let you bypass locks and terminals if you don't have the required Locksmith or Hacker ranks. Force Lock does not work on Special Locked doors such as Barred, Chained, Requires Key, Inaccessible, and Requires Terminal doors. This is mainly to prevent breaking certain quests. Forcing/Flushing has a chance of failure, which will break a bobby pin when Forcing a lock unless you have the last rank of Locksmith, and will cost Action Points when Flushing a terminal unless you have the last rank of Hacker. Force lock chance has a base value for each lock difficulty that is modified by your Perception and Strength stats, while Flush chance has a base value for each hack difficulty that is modified by your Intelligence and Luck stats. You gain XP for successfully Forcing/Flushing. Will affect companion affinity. Counts towards 'Locks picked' and 'Terminals hacked' stats in the Pipboy.

Note: While it only has an AP cost on failure, a certain amount of AP is required to attempt Flushing a terminal; 20 (Novice), 30 (Advanced), 40 (Expert), and 50 (Master). I'm iffy on this matter, so I'd appreciate feedback.
