there are two files, first one is vanilla perks with the S.P.E.C.I.A.L requirements removed
second is the S.P.E.C.I.A.L requirements removed with tweaked out perks.

Perk for All perk tweaks
Adamantium Skeleton - rank 2 50% fall damage
Adamantium skeleton - rank 3 negates fall damage
Armorer - 1/2/3/4 % to armor rating per rank
Awareness - +3% to VATS hit chance
Bettercriticals - reduces crit damage down to 10/25/50% also rank 2 now requires level 17
Blacksmith - 1/2/3% to power attack damage
Black Widow/Lady Killer - now works for both male and female, damage bonus has been removed.
Commando - renamed to Weapons Handling, now increases damage by 5/10/15/20/25% and hipfire spread by 5/10/15/20/25% for all weapons
Critical Banker - rank 2 down to level 15 rank 3 down to level 32
Nerd Rage - starts at 40% health rank 2 requires level 25 rank 3 requires level 36
Gun Fu - rank 2 does a crit against 3rd and beyond target, rank 3 crit to 2nd target and beyond
Life Giver - heal .3/.6/1% health per second rank 2 requires level 15 rank 3 requires level 35
Ghoulish - give rad resist 10/20/30
Grimreaper Sprint - 15/35/45% chance to refill action points on kill
Gun-Fu - rank 2 now deals critical hit to 3rd target and beyond, rank 3 now deals critical hit to 2nd target and beyond
Gunslinger - renamed to Finesse now has 5/10/15/20/25% chance to crit.
Hacker - rank 4 now grands additional password guess
Intimidation - grants +1 Charisma also rank 3 requires level 34
Lockpicking - grants +1 Perception
Night Person - Rank 1 grants +3 intel and perception, rank 2 grants +4 intel and perception + 50% move speed
Solarpowered - rank 1 grants additional +2 Agi rank 2 requires level 22 rank 3 requires level 32 rank 3 now increases action point refresh speed by 25%
VANS - grants additional 3% hit chance in VATS
weapon perks now require level 0/20/30/40/50
four leaf clover - rank 4 adds extra critical to bank
local leader - rank 2 requires level 9
lone wanderer - rank 2 requires level 22
Black widow and lady killer - now works for male and female, lady killer - suave / black widow - Glamour / no longer provides damage boost
Gun Nut - increases Armor penetration by 1/2/3/4%
Science - reduces armor weight by 1/2/3/4%
Rifleman - renamed to Weapon Expertise, now increases armor penetration by 5/10/15/20/25% and range by 10/20/30/40/50%
Nuclear Physicist - now requires level 10/20/30
