When equipped by a dog, they work much like the Chinese Stealth Suit from Fallout 3, or like a permanent Stealth Boy. The effect does NOT work on humans!
You can find the goggles inside a doghouse in Sanctuary. Specifically, it's behind a house on the east side, on the cul-de-sac.
They're a bit cheaty, but Dogmeat is a good boy. He deserves it.
