I got tired of watching settlers walk, or spawn, off of the cliff behind Croup Manor so I opened up the Creation Kit, and tried to fix it.
There didn't seem to be a spawn marker, so i deleted the nav mesh that was on the beach below the cliff, and moved some of the mesh that was on the rocks so NPC would not walk near the edge, and it seemed to fix it.
Install:
Drop the .esp into the data folder, and activate it
Uninstall
Delete the .esp file
Load Order:
Be sure to load this mod AFTER any mods you may have that effect Croup Manor.

- Rebuilt Croup Manor - may break wall placement, and patched floors. I've sent the people who made the mod the fix, and they are working on there own fix, so you may not need this mod when they patch it.
