Seems the latest UFO4P removes the things that caused 4.0 to be necessary, so please reinstall 3.1.2 instead!
4.0 Unofficial Fallout 4 Patch 1.0.5 adds a new script property to the Workshop Parent Quest, I've duplicated it in this new version, otherwise it would be removed, therefore v4.0 now requires the UFO4P and Fallout 4 will insta-CTD if you don't have UFO4P installed. Don't use 4.0 with UFO4P 1.0.4c and below or Bad Things™ will most likely happen!
I've also removed all of my fixes that the UFO4P fixes anyway, so from 4.0 this mod only tweaks dialogue to remove the annoying lines.

3.1.2 Official Patch 1.6.3 added a script property to the WorkshopParent quest, now that the UFO4P has carried it over, I have too.
3.1.1 adds a fix from the Unofficial Fallout 4 Patch that my mod would overwrite otherwise.
3.1 carries over the changes to the Workshop Parent Quest from the 1.5 update, and I've removed some of the lines, to fix the non-recruitable bug (I hope).
3.0 adds the fix to the recruitment lines for the recruitment lines for The Scribe, Trader Rylee and Anne Hargraves too.
2.0 adds the same fix for Sheffield.


Description

Now that the UFO4P includes all the fixes, I'm not maintaining the fixes-only version. So now the main file just removes those annoying repeating lines, and leaves the fixes to the UFO4P, and there's an optional file with the fixes still included for non-UFO4P users.


Old Info
After the Vault-Tec rep arrives in Sanctuary, you can ask him if he'd like a job and then send him to any of your other settlements (or leave him living in Sanctuary). Once he's been assigned to a settlement, the dialogue is supposed to be disabled but due to a error in the conditions you keep asking him "Hey, now that you're back here in Sanctuary, how would you like a job?" every time you see him...

Optional File

I've also included an optional plugin that also sets some of the more annoying or overly long dialogue lines to only every play once and never again, only use one file, the optional one includes the bug fix too.



Install

They're just ESPs/plugins, install in the usual way... but only install one of the files:
  • If you use the Unofficial Fallout 4 Patch 1.0.5 or above install version 4.0 of this mod
  • If you don't use the Unofficial Fallout 4 Patch or you're still using 1.0.4c or below install version 3.1.2 of this mod


Compatibility and Load Order

Although my edits are very small, because of the way Fallout 4's dialogue works (all dialogue is part of a quest), I've had too include the whole 'WorkshopParent "Workshop Parent Quest" [QUST:0002058E]' record in my plugins, as that is the quest record that contains the dialogue for the Rep and Sheffield. As a result, if you are running any other mods that alter the Workshop Parent quest (Where Are My Provisioners by Kentington is the only one I know of, and that needs updating for the 1.4 patch BTW), you must load them after my mod or their edits to the Workshop Parent quest will be lost.

TL;DR — put my mod early / high up in your load order



Technical

If anyone's interested, the bug is that the dialogue greeting has a condition that is supposed to check whether the Vault-Tec Rep is a member of 'WorkshopNPCFaction', but the check is actually performed on the player instead, which always returns false and so the dialogue always plays.
The bug is identical in Sheffield's case
