The cape would require cloth physics for the power armor, which no one has done yet.
But in theory all someone would need is the Havok Content Tools and 3ds Max. Then they should just need to: Make additional bones in 3d studio max, then use havok in 3ds max to export them as cloth. SImilar to how it's created for human body physics. Using the power armor skeleton as the base.
If I had experience with those tools I would experiment with that to see if it was possible.

First awesome remake of your midwestern pa. Second are we able to go helmetless at times with the torso? I only ask because with the warmachine and t-51c pas the players head sticks through the torso as they are bigger than the original ones in game. However your original mw pa is one of my top ten pas.
