Without CBBE, the mod is still totally playable. Doesn't affect the story at all or most NPC's. On outfits that cover up the shoulders and most of the legs, you probably won't notice any difference.

But CBBE and vanilla use different UV maps, which makes textures look weird on outfits that show more skin. We had a choice: use vanilla only armors/clothing, and then certain skin textures would look weird for anyone with CBBE installed. Or use CBBE armors/clothing, and certain skin textures would look odd for people not using CBBE.  Either option we chose, certain people will complain.

CBBE is highly customizable, immensely popular, and most outfits on Nexus are made for CBBE, so we elected to go with CBBE outfits in order to make the vast majority of users happy, and endure the wrath of a vocal minority.

If you don't have CBBE installed, here's what you will notice:

- Vault 59: On their left shoulders, if not covered with combat armor, the female Sword of Atom soldiers will have a maroon tattoo-esque spot on their left shoulder.

- Fusion City (including university and Club Fusion): Any female NPC wearing a bathing suit is going to look like they had 2nd degree burns on parts of their bodies, and not a very good plastic surgeon to fix it. Any female NPC wearing a dress with exposed shoulders will have the maroon tattoo thing on the left shoulder. Or if the dress cuts off above the knees, there will be a weird texture on the legs too.

Club Fusion is full of bathing suits and short dresses, so you're going to notice it there. But it's relatively low light, so maybe it won't bother you. But one of the goals of Club Fusion is for it to look awesome, so for the full experience we highly recommend CBBE.

If you don't like CBBE, that's cool.  Everyone is different.  No need to leave a comment stating that you don't like CBBE.  Those comments will either get sarcastic responses or be deleted.  There are no plans for a version of Fusion City Rising with only non-CBBE outfits.  See above for why.  Also no plans to make an Atomic Beauty or Jane Bod version.
