Mentils guns overhaul

Rebalances the guns of Fallout 3 so that there is somewhat of an upgrade path, like in FO1/2. Accuracy in VATS is changed so that you can actually snipe in VATS with a sniper rifle. Assault rifles are much more accurate, and mastery in a weapon skill will make you feel like a master.
