FOSE is required for this mod.
I was surprised not to see more mods like this out there, so decided to make one myself.
Simply put: instead of choosing a perk every level, you now choose a perk every even level (2, 4, 6 etc).
I didn't test it with them, but obviously it won't work with mods that alter the way you receive perks.
If there are any other problems with it (such as mods that add perks) let me know.
