To start the quest, talk to Bryan when he is inside Rivet City, after asking Vera Weatherly to adopt him and completing "Those!"
(spoilers)
Version 2.1 Changes:
2.1 (current):
-Wilks now runs to the terminal to 'install' the game after you give it to him. Menu option for the game doesn't show up until then.
-Wilks will now use the terminal to play the game around lunch time every day.
-Different checks used to see if Wilks was taken to Rivet City.
-Removed all those blank sound files from the dialogue (they didn't seem to be doing anything problematic, though).
-You can now initiate the quest by talking to Wilks anywhere within the Rivet City zone
-More dialogue updates
Version 2.0 Changes:
-Child at Heart perk no longer required to start the quest.
-Dialogue for starting the quest was changed.
-If you choose to give Bryan the game, the game will be available on the Weatherly Hotel computer from one of the menu options. The terminal will be unlocked and you will be given permission to use it, so that using the terminal has no effect on karma.
-If you choose to keep the game, a terminal with the game on it (like the one in Hubris HQ) will be available in the Megaton player house or Tenpenny player suite.
