No Rads Sanitizer - Vanilla FO3 1.0

This mod is by request. This mod uses the vanilla FO3 food restoration values, the sanitizer adds 20% HP restoration just like vanilla FO3 as well. I altered the entries on every food so that when the food sanitizer is active, it removes all rads from the food.
Install
----------------------------------------
1. Copy the .esp file to your Fallout 3\Data\ folder (default install path is C:\Program Files\Bethesda Softworks\Fallout 3\Data)
2. Start Fallout 3 Launcher, click 'Data Files', place a checkmark beside the .esp file(s).
Uninstall
----------------------------------------
1. Start Fallout 3 Launcher, click Data Files, uncheck the .esp file(s).
2. Delete the .esp file from your Fallout 3\Data\ folder
