Adds a small settlement West of Fort Independence that will be home to some scavengers and wastelanders. At the moment it has the tavern, run by Ivan the Ghoul, and a junk shop, run by Joey "Junker" McMillan, a armour shop run by Ruth the Rotten, and a guns shop by Lay-About Larry. It's all navmeshed etc. Ivan spends his days in his tavern, while the other vendors come in for a meal everyday. Each vendor has working voice and dialogue (oops, just remembered I forgot to change Joey's to one that will work with his text, oh well, too tired) and their only little area.

What's to come? More npcs, better names, a bit more clutter maybe.
