Version.1.1 have working VATS (in the limit of playability) and shooting in 3thPerson view is working fine.
Also regeneration of action points are now almost like in vanilla. Adjusted a little the grenades, VATS (again) and few another things.

This is the Mod that I have working and testing, since release of Fallout 3, last year.
This Mod is the the result of G.T.O. and Combat Enhanced-Tactics combined and adds much, much more than both of those mods combined.
If you have used Combat Enhanced-Tactics and GTO, the updated settings are in this Mod and are outdated by this one.
I have also removed the Carry Weight changes.

Major Changes:

- I finally found the settings, that stops NPC's from shooting at you with GREAT accuracy, when they are running and moving!!!!
Moders you will want to check out the GunSpreadriftBase and GunSpreadDriftMult settings in the GMST, when you combine this settings with other settings, it will work properly.

- NPC's have a 100% chance to take cover when are in combat. They will also reload under cover, search for cover while moving towards you and they will fire, but with a lower percent to hit you.

- No Auto Aim. Period! Aim is based on Skill with the weapons. (Auto Aim is present in version.01, but only for improving 3thPerson view shooting. I didn't observed in 1stPerson view!)

- Dodging.....this isn't Oblivion, NPCS don't dodge bullets anymore. If the NPC is close to you in Melee Combat they will have a small percent chance to dodge your Melee hit.

- Awareness, NPC's have a longer search radius looking for you, they will engage you at a longer distances and will react if you shoot at them from a longer range.
NPCS wont however, shoot at you from long distances if they cannot see you, SNIPERS!!! They only have an increased range to search and react against you.
No More sitting duck NPC's.

- Gun Spread for NPC's, they will now shoot poorly, if you cripple or damage their arms.

- By adjusting all the settings in this mod, the NPC's use tactical combat, flanking, suppressing fire, cover fire....

- NPC's will open ammo boxes, containers, cabinets, etc. when engaged in combat, looking for better weapons and will use those weapons.

- Unarmed NPC's will find a weapon and arm themselves faster and more efficient.

- Corpse checking and looting take much less time. If you are use Mart's Mutant Mod - Hunting & Looting.esp this works just fine with it. Its the main reason I changed this setting.

Other Changes to Gameplay are, as followed:

- Jump Height for player increased. You can jump more easily to places you shouldn't be able to jump first, but no uber jumping.

- Player turning speed and rotation increased, reduces the lag feel from Vanilla settings.

- VATS Zooming speed increased, VATS doesn't lag when you zoom in anymore. Its zooms in, much faster.

- Gun Shell Lifetime increased. Gun shell ejection improved for realism.

- Explosion Debris physics, changed for realism.

- Small Physics changes, for realism.

- Many, many more, that you'll have to just see for yourself, as I cant really describe in here.
