Welcome to TheOutbreak's Wasteland Moods Series!

This mod features several different themes which you
can use to customize the look of the Fallout 3 outdoor
environments. For more information, check the News,
FAQ and Streamlined Readme sections below.
Previews can be found in the image section.

Check the "WMS Spinoffs" section at the very bottom
of this page for other mod recommendations that use
or were inspired by this mod.

Please enjoy this mod, and if you do, let me know
which of the themes you plan to use or like the most;

News 9/29/09:

As some of you could likely tell already, I haven't been on
here much in recent days. I just have too many things
going on in real life, and haven't had any time to even be
playing Fallout, let alone modding it.

So... I said I would let you guys know if anything changed,
and it looks like as of now I'll no longer be updating this
mod. It's unfortunate since I had other ideas I wanted to
put into action, and just can't get to them.

To go along with this, anyone who might like to take some
of the work I have done here and create something new
from it, such as new themes, please feel free. I am a lot
more open to it now since I'll no longer be updating. I just
ask that you give me and/or Yossarian credit for the work
we've done. As far as notifying me, you still may, but it's
not a requirement at this stage, as long as credit is given.

I may try and check back here now and again, but it won't
be like when I was modding heavily and able to respond
to people's comments and questions quickly. So, unless
something drastically changes, this is where everything
lies currently.

I hope people continue to enjoy the themes I was able
to create in the time I had here.

Thanks to everyone who has supported and/or helped
WMS in any way. It was a really good experience, and
this is the best forum I've ever been a part of.

News 8/3/09:

Just to keep everyone updated; I'm taking a break from
modding for a while, so I hope you enjoy the themes I have
currently. I've got a few too many things going on right
now to keep it up. I'll still try to check in on this
page though, and on the comments.

Thanks to everyone who has supported WMS. I'll keep this
updated if anything changes, and if I start work on
anything new.

News 7/23/09:

WMS Special Volume: "Hell" Released!
(Should be fixed now, sorry for any inconvenience)

A new download has been added, "WMS Special Volumes".
This is the same idea as the Anthology package except that
themes located in the Special Volumes file are stand-alone
themes only, except for some possible future exceptions.

This is due to some specific complications and tweaks I
needed to make which cause the theme to be incompatible
with the Anthology Combo Pack concept. I apologize if you
are disappointed in this, but it's the best I can do.

Currently, only the Hell theme is found in this package along
with a couple of extras.

Here is some information on it:

You will find a new "cloud" texture set made specifically for
this theme. Make sure you read the readme included in the
new download if you don't know how to install textures.

Megaton had to have a separate version of the Hell weather
made for it because of some extremely annoying lighting
issues. (one of the complications I spoke of) Megaton
appears to dull all of the colors, as well as make everything
darker. In this case it was so dark, it was just far too irritating.
I had no idea how to fix it otherwise.

Also, I added a large ambient light to Megaton near the
center of town to help vision. If none of you like it, it isn't too
difficult to pull it out, so I can. (or you can :) )

There are no day/dusk/dawn/night cycles, so to speak, since
it's Hell! :P

The river water color has been changed to red. Just like
in Volume 2 it was changed to a gray which reflected the
natural colors better.

Two OPTIONAL extras have been included. One is another
customized Piplight with an orange tint and a wide radius.
Very similar to the one that came with Silent Hell. The
other, called "VATS: No Color Shift", is another item I had
to make to quell some annoying issues.

Because this theme is so harsh, dark, and red; when you
use VATS (during the slow-motion periods) everything turns
sepia-toned. (light brown) To combat this, I went in and
altered some of the special effects that VATS uses. Now
it should no longer knock out all of the color when you use
this ESP. Of course, this is likely incompatible with some
other VATS mods.

Lastly, Hell has options to work with ALL DLCs except for
Anchorage. The base ESP only effects the Default game. The
Broken Steel labeled version effects the Default game AND
Broken Steel, and two other ESPs for The Pitt and Point
Lookout are also included.

The Pitt and Point Lookout ESPs work independently, so
if you only want Hell in The Pitt, then just run The Pitt ESP.
If you want it to work in Point Lookout, then run that one. If
you want the Hell theme to appear everywhere, then run
both of those and either the Base or Broken Steel version.
You can also run mixes such as Hell for The Pitt and then
something like a theme from Volume 2. It should not conflict.

If anyone finds I've missed an area in any of the DLCs, let
me know. I had to reinstall my game a while back and
don't have all of the areas open except for Point Lookout.

I recommend playing this with low lights since it's so dark.
If you're sensitive to intense themes, then I'd avoid this
one!

Alright... although I am disappointed this didn't end up the
way I planned it originally, I hope that you enjoy it. If I find
the time, maybe I can work with it a bit more and add in
some of the other alternatives I wanted.

NOTE: If you've been following my news posts and the
comments board, then you'll know that I am having less
and less time to work on new themes. Real life calls. As
I've always said though, if I stop work on WMS, I will let
everyone know. I don't like to just disappear! :)

Although I may make some future tweaks to the Hell
volume, I am taking a break on harsh themes. It's given
me more trouble than all of the others combined! :P

Oh, and I know the green smoke, windows, etc. is
annoying, but I don't know how to change that. Another
problem when using a harsh red theme like this.

Anyway, as always, thank you, and please enjoy this new

News 6/28/09:

WMS Anthology Released!

The WMS Anthology file contains Volume 1, 2 and a new
Combo Pack. The Combo Pack contains Cyclers that use
all of the weather currently available in the WMS as well as
special versions that include vanilla weather. If you plan
on editing WMS for your own use, I recommend using
these CP Cyclers.

If you're new to Cyclers, please see the Cycler section
within the readme area below.

All future Volumes will be added to the Anthology file.

All future Volumes will also be updated in the Combo Pack.

The Volume 1 Weather Controller is still included and
has been updated for use with the 1.6 patch. Thanks to
Yossarian for pointing out a problem.

The readme has been changed and updated, as well as
certain areas of the FAQ section.

Special items like the Silent Hell piplight are now located in
an "Extras" folder within the Anthology file.

Cyclers have been made for Volume 1.

In the Cycler only; Silent Hell's day and night have been split
into two themes for better compatibility. No more blackouts,
as the blackouts were only meant for the Single version of
Silent Hell. Now you will randomly get the fog or the
darkness.

As usual, if there are any errors, missing themes, etc. let
me know. Making the ESPs can get confusing, and this
is also the first time placing so many themes in one cycle.

Q. Let me list the theme combinations I want you to make for
the Cycler...

A. I decided that I will only make a few alternative Cyclers for
individual Volumes, and none (except time variations) for the
Combo Packs. It is just time consuming, hard to keep organized
and simply not fun. I made the tutorial for a reason and
adding/removing weather is the easiest part of it.

If you want to make your own Cycler, just take the Combo Pack
or the Vanilla Combo Pack, load it into the GECK, follow Tutorial
1, and you can choose from ANY of the themes I have created.
It's easier on me, and you can get exactly what you wanted!

Q. Why is WMS causing my game to behave like a psychotic
squirrel?

A. To the best of my knowledge, the "Cycler", and the Singles,
use weather the way Bethesda intended weather to be made in
the GECK, so any conflicts with this mod would likely be the
same kind of conflict you'd see with something released by
Bethesda themselves. It uses no scripting or anything
complicated like that.

Any major issues you experience are likely being caused by a
conflict by another mod, a glitch or something completely
unrelated to WMS. I take a lot of care in my mods and test them
over and over again. If they don't work for me, I don't release
them. That doesn't mean I won't miss something, but any error
shouldn't be a big one.

Q. In Volume 1, the screen turns black for a short period,
why?

A. Silent Hell features a transitional blackout period between
day and night. It is harsher in the Weather Controller version
than in the individual .esp and also effects interiors. Using a
time extender mod may cause the blackout to remain for a
longer period.

A. What's a "Silent Hell PipLight"?

Q. A custom PipLight replacement to help enhance the
mood of Silent Hell.

Q. Can you make an alternative version of...?

A. For different reasons, it's likely I will not be making
alternative versions of themes I release unless there is an
actual problem. I do take suggestions into account for
future themes though.

Q. Why does this theme lag so much?

A. Likely because it has a large view distance, like Super
Blue. If other themes lag, there is either a conflict or it's
something in the GECK I can't figure out.

Q. This theme would look really rad with rain/snow...

A. I've not taken the time to work with Enhanced Rain or
Snow yet, but I might do this in the future.

Q. My game crashed/exploded/committed suicide... (>_;

A. Never run more than one of the theme .esps at one time,
make sure it is listed late in your load order, and check the
compatibility section. Otherwise, I probably don't know.

Q. Make this for me... now. (T_T)

A. I don't take requests directly, but I take certain
suggestions and ideas into account. As stated in the
disclaimer, this is only a hobby of mine. I don't always feel
like, or have time to be making themes all day.

Q. I liked the Weather Controller... will it come back?

A. As it stands now, I will continue using the Cyclers, but
I will keep the Volume 1 Weather Controller available for
those who enjoy it, and try to keep it updated for use with
new patches, etc.

Do not run any of the weather related ESP files at
the same time.

Place your WMS ESP file late, or preferably last,
in your load order, or other mods may prevent WMS
from activating or behaving correctly.

Volume 1's Silent Hell theme features a
transitional blackout period between day and
night. (except in the Cycler) The Weather
Controller's blackout effects both indoors and out,
as well as render the piplight useless. The Single
version is more natural and allows the piplight to
be used.

Time extender mods may also cause this blackout
period to last longer than it should.

Modding is only a hobby of mine. I don't consider
myself a "modder", and only work on things
casually.

If you like my work, I hope you enjoy what I have
to offer. Updates, if any, will be quite sporadic.
I will however let you know if I have stopped work
on a project altogether.

C. Compatibility
--------------------------

Works with 1.4, 1.5 and 1.6 patches.

Incompatible with Fellout, Wasteland Weather
Overhaul, View Distance Decreased, Lighting
Overhaul (exterior) and most other mods that effect
weather or certain outdoor lighting.

Compatible with Enhanced Rain and Snow mods.

Does not currently work in DLC specific areas.

D. Installation
--------------------------

Simply place the ESP file of your choice into your
Fallout3/Data directory and activate it using the
Fallout Mod Manager.

Please do not activate more than one theme ESP at
one time, and place it late/last in your load
order.

To uninstall this mod, just remove the ESP/s you
installed.

Remember to always backup important files when
using any mod, especially saves.

E. Weather Controller (Volume 1 Only)
--------------------------

The Weather Controller is a mod created by
Yossarian22. It adds a Weather Control device to
your inventory under "apparel" and allows you to
choose any theme you want in the current package
in-game. It also allows you to cycle the weather
randomly between each other.

Please respect his work in the same way I have
laid out in the disclaimer.

1. Start/Stop Weather-Circle: Starts or stops the
weather from cycling between each other.

2. Low-High Weatherchanges: Alters the rate in
which themes have a chance to cycle. High cycles
the weather faster, while low cycles the weather
slower. Random elements are still involved.

3. Named Themes: Click on a named theme to
switch to that theme immediately. Remember to
turn off the weather-circle if you want that
theme to stay on.

NOTE: As it stands currently, the Controller has
been replaced by the Cyclers, but I will continue
to include this original Controller with Volume 1
and try to keep it functional with new patches.

As far as new updates regarding the Controller,
Yossarian22 is often busy and will only make
changes to it when he has time.

this add-on.

F. The Cycler
--------------------------

The "Cycler" uses FO3's natural weather system
to shift the weather without menus or devices.

Weather types are randomly chosen by the computer,
but you will never get the same theme twice in a
row.

Due to the lack of options, I have taken the time
to make a few different versions of the Cycler.
Versions used in this package will be explained in
the legend below.

Weather will change even during waiting, so if you
would like to force a theme change, or test the mod,
just wait the amount of hours listed next to the
.esp you're using.

Cycler Legend:

C: States that you're using a Cycler.

6H-24H: The number represents the approximate
amount of in-game hours that must pass before the
weather changes.

Combo Pack: A cycler that contains themes found in
all current volumes.

Vanilla CP: Combo Pack that cycles through the
default weather as well as WMS.

No Blue: The ESP contains no Super Blue in the
cycle.

No Dust: The ESP contains no Duststorms in the
cycle.
