Installation:

Simply copy the .esp file to your Fallout3/Data directory, and then select it in your data files window from the Fallout 3 loader.
Description:
============
This is a very simple mod that makes the Hit Squad "ambushes" better (Regulators or Talon Company). Originally the encounters are slightly bugged. The designers gave them ambush AI, but with such a limited range that they tend to just stand around doing nothing. With this mod, none some or all of the hitmen will try to setup an ambush, while the others (if any) will rush you.
Since these groups are usually spawned very close to right on top of you, this might not change a whole lot, but it will eliminate situations where you can see them standing around doing absolutely nothing. Also because they spawn so close, you will most likely interrupt the setting up of the ambush, but you will also usually be interrupted by the ones who are rushing you.
Conflicts:

I only changed the 6 hit squad NPC's. This shouldn't affect anything else including regular Regulator and Talon Company members.
