This is just a quick little mod. The Item ID is 000EA8. Right now when equipped it just gives you access to their inventory. Equip the stick, sneak, and speak with them. You have the option to ModNPC.

BeautyStick.esp:
Just the item.
=====Type 2=====
BeautyStickDrop.esp:
Adds a mailbox drop in Springvale that has the Beauty Stick inside. The drop is across from the gas station (or whatever) in front of the playground.
=====Installation/Use=====
Simply place any one of the files into your Fallout 3/Data/ folder then enable the file through the "Data Files" selection in the Fallout 3 launcher.
=====Reuse/File posting=====
Use it however you wish.
