The mod simply change the restoration (enchant) values of every food (alchemy) in the game. The only exception is the drugs and the alcohols.
Basically, it change the values for one of these six choices :
-----PRE-WAR----- HP / RAD GOOD FOOD = 30 / 5 AVERAGE FOOD = 20 / 5 BAD FOOD = 10 / 5
-----FRESH FOOD-- HP / RAD GOOD FOOD= 40 / 10 AVERAGE FOOD= 30 / 10 BAD FOOD= 20 / 10
+ 50 % HP WITH FOOD SANITYZER
The value depend of the quality of the food (Radroach meat won't be as good as Brahmin meat and a 200 years old cereal box won't be as good as a freshly chopped mole rat meat.

-The RAD values of each item is reduced by 5.
-Some items have their values changed.
-Reduce the weight of most of the foods. (now the values are 0.2, 0.5, 0.7 or 1 lbs. depending of the quality and size)

I'm still searching for a way to put -50% RAD instead of +50% HP. Sadly, it seems harder than it should be.
