Regulators Overhaul v2.0b by Aeqiss

After a long break from fallout world, I finally started play the game again. As a result I made this new version from scratch. I changed the building
type, the quest sccripts, regulators behaviour types, etc. Simply everything.
THIS IS A BETA VERSION. ALTHOUGH IT IS VERY STABLE, MAKE A CLEAN SAVE FIRST. IT WILL STAY HERE FOR A WHILE TO GET
SOME COMMENTS AND FEEDBACKS. THIS IS NOT A FINISHED VERSION. PLEASE TRY BETA AND LEAVE SOME COMMENTS.
- There is no need to wait for to take the lawbringer perk now. After enabling the mod, if your karma level is good or very good, you will get a note about regulators. After that go talk to Sonora in the new headquarters. She will ask you to join and will give the lawbringer perk. If you are evil, very evil, or neutral you will have to do some good deeds before to get the quest started.
-If you already have the lawbringer perk, the quest will start different but with the same result. You should go talk to Sonora. If you don't talk to Sonora after enabling the mod, Regulators will not be your ally. To be compatible with some other mods, this was necessary.
- If you have a bad karma you will be expelled from Regulators and they won't help you. If you raise your karma to at least good again, you can rejoin the regulators.
- As a beta version, you won't be able to get into the building with a bad karma. Simply they won't open the door to you. But I am not sure to keep this. With enough feedback, I can disable this. Leave your comment about this please.
- I fixed all bugs from previous versions. At least I think so. This is why I first released the beta version. I didn't install any updates or plugins. If you have an updated game or playing the plugins, please leave some comments about any oddities.
-This beta version is not compatible with 1.5 version. I will release a compatible version after beta.
- I removed the alliance with the BoS. I thought that Regulators should ride alone. It is kinda their character.
-Sonora has her own schedule. She will be wandering around the building. At night she will go to her room to get some sleep. If you can't find her just search a bit.
-Shops aren't complete. They sell a few stuff but I will add something extra with the normal release.
-A complete readme file and more screenshots will be here after beta.

-Removed Mr. Burke from hitlist. There was a problem which he vanishes and never came back.
-Changed Sonora's duster to vanilla. It was incompatible with some body replacer mods.
-Fixed a footlocker ID which adds a weapon to all the lockers.
-A bug where the quest doesn't update is fixed now. It keeps track of targets and informs who is dead and who is left now. Anyone whose quest doesn't update, should download the new file. Sorry for the mix up.
-Fixed problem with level 2 esp file problem mentioned in comments.

Regulators and Brotherhood of Steel have made an alliance against evil. They now work together and help each other in order to survive.
Brotherhood helped Regulators to move in their new headquarters, shared their technology and weapons. In return they want help against those green uglies.
This mod is an overhaul to Regulators. It adds a new headquarters, new regulators, a quest and some unique items. Sonora Cruz and other Regulators live in this new location. It is just near Grayditch. Map marker will be available when you get the perk.
-In some specific locations you can see Regulators helping desperate people and protecting them. (Spoilers at the end.)
-Because you are helping the Brotherhood fighting uglies, now you can collect fingers from Super Mutants and sell them to Sonora.
-There is a quest involved which you can collect bounties for killing some evil people. It is a chance for you to promote in the ranks of Regulators and become second-in-command.
-You can have your own personal room in the headquarters if you choose to live the life of a lawgiver.
-It adds two types of new black colored duster. (Thanks talore008 for his textures). Hardened Regulator Duster and a unique Lawgiver's Duster. Their attributes are different from normal duster.
-You can trade pre-war books for caps with Scribe Mary Todd.
-If you are in fight, Regulators will help you when you become one of them.
- There are some bonuses like training and unique weapons. It is up to you to search them in the headquarters.
In the headquarters:
-a living area, kitchen area, bedrooms, laboratory,
- a doctor who can cure you and sell medical supplies,
- an armory where you can buy weapons, armor and some stuff
- private quarters where Sonora Cruz, Paladin William, Doctor Anderson and Scribe Mary Todd lives. There is one spare room too.

Install
Put the content into GameDirectory/Data folder. There are 3 .esp files. Only use one of them at the same time.
Regulators_Overhaul.esp = This gives the option to get Lawbringer perk at level 14 (untouched)
Regulators _Overhaul_lvl7.esp = This gives the option to get Lawbringer perk at level 7
Regulators _Overhaul_lvl2.esp = This gives the option to get Lawbringer perk at level 2
In the game launcher menu click Data tab and put a thick near the .esp you chose.
If you haven't done already go to your "My Documents/My Games/Fallout3" directory Now open the "Fallout3.ini" and change the line
"bInvalidateOlderFiles=0" to "bInvalidateOlderFiles=1". Save
Anyone who has lawbringer perk already, can choose any .esp file. It doesn't effect them. You can continue to play at the new headquarters

Issues/Conflict !!!!!!!!! (Possible Spoilers) !!!!!!!!
-Some NPCs that you should kill are other in-game quest related. So I suggest you to finish their quest line before and then kill them.
-I tried to keep the changes minimum in order this mod to be compatible. Major changes were made to Sonora Cruz, the Lawbringer Perk and Regulator factions. Some minor changes like changing factions and packages were made to some NPCs. Anymod alters same NPCs will possibly conflict.
-Again to avoid conflict, I didn't alter some NPCs that are used in some side quests by the game. Because of this while you are doing the quest , the script won't check whether you killed that specific NPC or not. So if your target commits suicide or dies naturally, you can lie to Sonora and claim your bounty.
-If you kill or attack a Regulator, all Regulators will shoot you on sight. If this happens, wait three days away from them. Three days later things will go to normal.
-When you finish the mod's quest the Doctor Anderson and Jenny will sell stuff with a 20% discount.
- When you finish the quest "Head of the State", Regulators will be there to protect those escaped slaves.
-Three Regulators protect the residents of Big Town.
