Since sneaking around while walking makes you move terminally slow, and also reduces your chances of getting in to melee range less than zero, this mod lets you grab Silent Running at a lower level.
Moves the Silent Running mod to level 4 and reduces the bonus to sneak skill to +5. It still requires 50 points in the Sneak skill.
