Makes non-FEV infected Aqua Pura safe for water beggars to drink without death.

This effectively makes the option to give any of Fallout 3's water beggars non-FEV infected Aqua Pura viable.
Normally giving Aqua Pura to a beggar would result in their death next time the cell they were in loaded, this should remove that problem allowing the player to give beggars it as an alternative to only purified water.
Note: this is done through a scripting modification, since it removes the original scripting that would kill a water beggar who was given Aqua Pura regardless of whether it was Non-FEV and FEV Infected, it's intended only for players who want the good karma bonuses associated.
For Players intending to keep their wicked ways, just play with the mod turned off until you come back to light...
