Intended Questline:

You are taken into custody by the security team of the vault for breaking into the vault.
They soon realize that you are from vault 101, and immediately ask for help.
35 years before the game takes place, Vault 187's reactor has a severe radiation leak. The reactor was quickly shutdown,
but the lockdown for the Vault's reactor area was put into place too late. By that time, it had already spread to half the vault, and
150 people died. Half the vault was flooded with radiation. 35 years later, the radiation has supposedly cleared, but
no one wants to go down there, nor has the skills or equiptment to fix the reactor.
The Vault's emergency generator and other systems are quickly failing, and you are needed to fix them.

There is a small house to the east of Paradise falls, partially embeded into the rock.
Enter it, ignore the npc in there, still trying to figure out how to remove her, and go to the back door.
then you will enter the cave where the door is.
