Retarded Leveling multiplies the XP required to reach each level by a constant factor.  There are several .esp files
included for various factors (1.5 to 5.0)

For instance, the "Retarded Leveling 15x Slower.esp" will cause the player character to need 1.5 times the
experience required by the vanilla game to reach a certain level.  The "Retarded Leveling 20x Slower.esp" will
make the PC need twice the experience that the vanilla game requires to reach any level.  (15x = 1.5x, 20x = 2.0x,
25x = 2.5x, etc.)

The difference between this mod and the others I have found available that slow the leveling process is that this
one maintains the exact curve of vanilla leveling by altering two variables (iXPBumpBase and iXPBase), while the
others all only alter one (iXPBumpBase).

The shortcoming of editing only the one variable is that the early levels are not slowed down as much as the later
levels. For example, by setting iXPBumpBase to 643 (Vanilla = 150) you can make the PC require 4 times the XP to
reach level 30. However, the PC will only need 1.9 times the XP to reach level 3 (reaching Level 2 will be the same
as Vanilla).

With Retarded Leveling, if the 40x .esp is chosen, it will take the PC 4 times the XP to reach level 30 and also 4
times the experience to reach level 3 (or any level, including level 2).

In other words, Retarded Leveling slows the leveling process at a constant rate for the entire game while the other
leveling mods slow the later levels more than the early ones.


Known issues and bugs
------------------------
None.  This mod only changes two Game Setting variables.  All of the .esp's were checked in FO3Edit to ensure
that the GECK did not commit any silliness.

Incompatibilities
--------------------
This mod should be compatible with any mod, except ones that also change the leveling requirements.

Manual Installation
----------------------
Unzip one and only one of the .esp's provided into the Data folder of your Fallout 3 installation.  Activate it by
selecting it in the Launcher.

Manual Uninstallation
------------------------
Move or delete the .esp from the Data folder of your Fallout 3 installation.

Mod Dependencies
--------------------
This mod only requires the Fallout3.esm, but will work fine with any or all DLC.

This mod can safely be placed at the bottom of the Load Order.  It will not overwrite any other mod's changes, except
for the two variables that pertain to XP needed to gain a level.

You may use the content as you please, no permission or notification required.

Any mod that only changes Game Settings and adds nothing new cannot be "owned" by anyone.  That would be
like someone recommending that Rock and Roll sounds better when the Volume is cranked up to 9 and claiming
ownership of the 9 setting on the dial.
