I played around with the colors a bit, and tried to make the color of the rust much more dominant, as it was like in fo1-2.
If interested give it a try, and tell me what you think, maybe it's just too much reddish.

I tried to darken the colors when the sky is cloudy, and such, the desert is still looks more like desert. ;)
Well i was about to catch the feeling of the fallout games with the colors.

Okay so this is only a test, i did not really played around a lot with these settings, so if anyone have the time try to find the perfect colors, my colors are maybe a bit too yellowish.
What I did was change of the colors for each of the weather types. All of them had a blueish-greenish tint, it made the game world look a bit dark. So i just set all the colors to some very bright yellow. The desert looks drier, the sun hotter, the buildings more abandoned, rusty (i think the yellow color made the color of the rust more dominant, but i don't really know). The only problem is the specular lightning is blinding, but well, we are in the middle of a desert, right?
Install is simple, just put the .esp into DATA, and select in the launcher.
Feel free to alter these settings, i just wanted to give a mod idea. ;)
