This is a Chinese bunker in the Mama Dolce's factory, it is a player home, and a pre-war Chinese testing facility.
It is an early-to-mid game home, as you need to you need to fight through Chinese remnants (unless you chose Chinese Remnant on the Custom Beginning mod). to get there. It is fully Nav-Meshed, has several storage containers, a workbench, decoration :D, notes about the experiments run there, for a back story, and a note about a future super mutant and dog companion mod, also, there is a cute pic on the terminal.
New Additions include:

Sheng Yi, the lead scientist of the Chinese science team, surviving the war from being put in a stasis chamber, he calls you officer cause you're the new owner of the bunker.

Chinese Commander, a feral ghoul with high health and increased damage, he was the former owner, but radiation leaked into his stasis chamber for 173 years.

Head Engineer, he's dead, Sheng Yi will tell you how he died, but as his name implies, he was the head engineer.

A new terminal about the bunkers status (red lighting probably gives you a hint).
