If player lives in Tenpenny Tower then it adds a fast travel marker to the balcony and also makes some low points in the surrounding walls and adds a quick way to the balcony from the ground.
Later versions may include the making Tenpenny tower into a community and make it so you can quickly get to your part of town/room.
