How to get:
You can find Vault. Its not hard, but also you must get a access password.
Search for password at Paddler's pier near Moonbeam Outdoor Cinema(or just look at screenshots).

Manual installation:
Drop the archive contents into the Data folder located in your Fallout 3 directory.
