The reason given by the author is: This mod was broken with later game updates, and my implementation was always a bit messy/kludgy.
Fallout Wanderer's Edition includes similar functionality, albeit that mod does change the basic functionality of skill books, and is broader in scope -- though it is fairly configurable.
I may revisit this mod at a later date.
