These can be hotkeyed, and when equipped add 2 points to the lighting, so Fellout's dark, dark nights will be a little lighter and they can even be used in the many dingy interiors for a bit more light than your normal pipboy can provide (and without the directionality of that light).
As per the original, they are found in a mailbox in Springvale.
