I thought I would add this as no one else did.
all I did was made it so when ever you drank a beer, you would receive the cap from that beer.
Instructions:
-Download the .rar and unrar with winrar.
-place the .esp file in your C:\Program Files\Bethesda Softworks\Fallout 3\Data folder.
-Activate the esp with FOMM or the launcher.
Playing the plugin:
-Go to Moriarty's and talk to Gob.
-Don't hit Gob or he will charge you extra.
-Buy as many beers as you can afford.
-Get Drunk and receive one cap for each beer you down.
