PERK DETAILS:
******************

1. Outdoorsman(Requires level 12, 7+ Strength, 7+ Agility, 7+ Endurance)
"Even the harsh reality of the wasteland appeals to a true outdoorsman!"
This perk gives a +1 bonus to all of your S.P.E.C.I.A.L. stats whenever you're outside of a building.

2. Agoraphobic(Requires level 12, 7+ Charisma, 7+ Perception, 7+ Intelligence)
"To you, being outside has always been a fearsome concept. With the world in its current state, who can blame you?"
This perk gives a +1 bonus to all of your S.P.E.C.I.A.L. stats whenever you're inside of a building.

Note: I consider the above two perks to be balanced because you can't possibly have both without bobbleheads/Intense Training.

3. Excited Bloodlust(Requires level 14, Bloody Mess perk)
"While the adrenaline of a sudden battle courses through your veins, you feel unstoppable!"
During the first 20 seconds of any battle, you receive a +10% bonus to damage and a +10% chance to score a critical hit.

4. Good Reverberations(Requires level 10, 40+ Science, 40+ Unarmed)
"This perk causes the very cells that make up your hands to vibrate wildly on command."
While you are in a standing position and engaged in combat, activating an enemy gives you the 'Reverberate' option, which flings the enemy away and incapacitates them.

5. Bad Reverberations(Requires level 14, 60+ Science, 60+ Unarmed, Good Reverberations perk)
"Prolonged use of your reverberations has given you the power to violently end a weakened enemy's life by scrambling the molecules of their internal organs."
If your enemy has less than 20 health and you activate them from a standing position, you'll have the 'Finish Off' option, which kills them instantly and rewards you with 80 experience.

Note: Good Reverberations and Bad Reverberations will work no matter what weapon you have equipped; you don't need to be unarmed.

Note: Out of perks #6 through #10, you may only choose one per playthrough.

6. Canterbury's Comrade(Requires level 8, Completion of The Superhuman Gambit)
"Ridding Canterbury Commons of its violent supermen has made you a local legend!"
While within 50,000 feet of Canterbury, you receive a 20% discount when buying from merchants, and you get to use the unique Canterbury Crusher weapon (A Sledgehammer with better all-around stats and the ability to knock enemies down easily).

7. Lamplight's Lover(Requires level 8, Completion of Big Trouble in Big Town)
"Liberating Big Town from the Super Mutant menace has earned you the trust of the residents of Big Town/Little Lamplight!"
While within 50,000 feet of them, you receive a 20% discount when buying from merchants, and you get to use the unique Little Luminous Grenades (Essentially Flashbang grenades; cripples Heads easily, but be careful).

8. Megaton's Mate(Requires level 8, Completion of The Power of the Atom in favor of Megaton)
"Disarming the live bomb in the center of Megaton has earned you the townspeople's respect!"
While within 50,000 feet of Megaton, you receive a 20% discount when buying from merchants, and you get to use the unique Megaton Mutilator weapon (A Fat Man that fires the equivalent of Liberty Prime bombs. Much higher range.).

9. Rivet City's Rep.(Requires level 8, Completion of The Replicated Man)
"Cleaning up that Android business has made you very popular around Rivet City!"
While within 50,000 feet of Rivet City, you receive a 20% discount when buying from merchants, and you get to use the unique Rivet Rifle weapon (An automatic version of the Railway Rifle with better all around stats).

10. Tenpenny's Townsman(Requires level 8, Completion of The Power of the Atom in favor of Tenpenny Tower)
"Destroying the rancid little town of Megaton has earned you quite a reputation in Tenpenny Tower!"
While within 50,000 feet of Tenpenny Tower, you receive a 20% discount when buying from merchants, and you get to use the unique Tenpenny Toss-Up weapon (A combat shotgun that spawns caps semi-randondomly on enemies with each hit. Your luck is a factor.).
