After installing Fallout 3 GOTY edition along with various mods, I found that my water was missing in many areas. Here is the fix I came up with. Perhaps it can work for others as well.
Be sure to put it at the bottom of the load order (possibly even after bashedpatch) so that none of the changes are overwritten by overzealous mods.
