This is an extremely simple mod. It strips the old benefits from Covert Ops (+3 Lockpick, Science, and Stealth) and instead makes the perk grant you +15% sneak attack critical damage.
Stick it in your data folder and then activate it with the Fallout 3 Launcher or with Fallout Mod Manager.
If you have any other mods that change Covert Ops (the Unofficial Fallout 3 Patch does this), then make sure to stick my mod after those mods in your load order.
By the way, this mod includes the small fixes from UF3P (removed Playable tag and slight fix to description), plus I've made changes to the description further to actually tell you what the perk does now. Credit goes to the UF3P for letting me know ahead of time to fix those two small errors.
Obviously, this absolutely requires Operation: Anchorage for it to work, but you know that already.

Night Person Night Vision
Changes Night Person's effect into a toggled night vision.
Stealth Field Perk
Creates a new perk that allows a toggled stealth field that drains AP while active.
Anti-Robotics Tesla Cannon
This reworks the Tesla Cannon to be specialized for use against robots or power armored soldiers.
Anti-Robotics ShockSword
This reworks Jingwei's Shocksword to be specialized for use against robots or power armored soldiers.
Ash and Goo Piles Be Gone
Stops disintegration/gooification effects just before they replace the corpse with a pile.
