This is my FIRST mod
The Center - Readme
Just Extract everything to the Fallout 3 folder.
Then launch the "LAUNCHER.exe".
Hit 'Data Files'.
Left-Click on 'Center'
Start Game
Go to the Tenpennytower (SouthWest from Megaton)
Find the Entrance.
When you got into the door, press the '^' key and enter 'tcl'
Go through the door, press ^ again and enter TCL
Done.
Repeat that after leaving the center
