the president and his staff had to be secure from the atomic bombs so they let vault-tec make a vault for them.
however that did not happened as they wanted there where some mishaps. the vault is located at the capitol building after defeating the behemoth in front of it and some talon merc + supermutants then het strait forward there should be a door leading to a hole in the sealing. and in that room is a door
