Adds A building between Vault 101 and Springvale.

An Infirmary
A Laboratory
A Workbench
Several Containers with some loot. The containers will be safe once the loot is removed.
Some more loot scattered around the Building
A custom scoped magnum less powerful than the blackhawk but more powerful than the normal scoped magnum.
This Is my first Mod so I'm hoping for some constructive criticism. I intend to add more content to this mod and would like any ideas people want to add
