Moved all mod functionality over to Infirmary to make room for MrLabTechnician/Drug Lord. ;)

Tweaked the block times of the Infirmary.
5 days for medical use
10 days for level reset.

Level reset now need min. lvl 18 to be used and only resets the player's level to 15.

"Close"/"Done" buttons always active in Level Up screens, so you can't get stuck when leveling with all skills maxed out thanks to the "Level-Up No Lock by kurapica, which has been integrated into this archive.

NOTES:

- This level resetting mod does not suffer from some the problems of the level decappers available right now.
GNR keeps reporting (*IF YOU USE THIS MOD BEFORE INITIALLY REACHING LEVEL 20!*) and karma is displayed and handled properly.
Leveling xp scale and health per level are also reset according to level 15.

- Using the Infirmary with this new option makes is inaccessible like when letting the LabKit synthesize a new drug. While the latter blocks it for one day, using the level reset blocks it for ten days, so as to avoid the player from resetting his level too regularly.
