UPDATED: added DLCs support for "Professional thrower" perk
Use only 1 plugin acordingly the name of wich contains DLCs wich you use.

Perks description:

1. Perks of the energy, small, heavy weapons specialization.

- Energo-technician
Pluses:
Energy weapons damage +30 %
Accuracy with energy weapons +10 %
Minuses:
Heavy weapons damage -15 %
Small guns damage -15 %
Requirements
- 18 level
- 100 % Energy weapons skill
- Intelligence 9
- Science 70%
- hasn't perk "Weapon engineer (specialization - heavy weapons)"
- hasn't perk "Weapon engineer (specialization - small guns)"
- hasn't perk "Mutation!"

- Weapon's engineer (specialization - heavy weapons)
Pluses:
Heavy weapons damage +30 %

3. Perks of melee and unarmed weapons specialization


- Psycho
Pluses: (only at use of contact type of the weapon)
You are the violent psycho. The more strongly you disturbed, the more strongly you beat in the answer.
At hp less than 40% deal +15% damage.
At hp less than 30% deal +25% damage.
At hp less than 10% deal +35% damage.
Minuses: (only at use of contact type of the weapon)
However at relative calmness and health you become "braked".
At hp more than 60 % deal -10% damage.
Requirements

- Dodgy
Pluses:
You are very dexterous and fast. At use of contact or unarmed type of the weapon you have 25 % chance to evade (reflect) any attack without consequences.
Speed of movement at use of contact or unarmed type of the weapon is increased by 20%
Minuses:
You give less time to trainings on shooting: -10 % damage with fire-arms

(ATTENTION - this perk does impossible use of a console command «player.setav speedmult X» because the perk’s script is based on this command and regulates its magnitude always)


- Claws of horror
Pluses:
Using a glove of deathclaws you deal +50 points of damage with each critical blow.

- Mutation!
Pluses:
Radiation has transformed you into a monster. When health falls below 30 % you become VERY angry. In fury you can kill almost everything from 1 blow. Fury lasts until then while you in fight until you or all your enemies nearby will die. Or you will run away and hide to calm yourself.
Also in a fury your skin becomes harder on 10%
Minuses:
In fury you cannot be treated, use the weapon except fists, use pip-boy.
Your skills of fire-arms usage start to atrophy (-33 % damage)

In dealing with melee weapons you don’t have equal. At use of the contact weapon you increase the chances of critical hit by 60%.

You forget how to shoot (-20 % damage with fire-arms)

4. Additional "earnable" perks

- Scars
Pluses:
Numerous scars covers your body - result of many fights with deathclaws. Now they serve you as protection. Probability of getting critical hit and limb’s damage at attack of deathclaws is lowered on half.
You find wide experience in struggle against death claws (+10% damage on them)

- To collect 30 items "Sharp claw" from bodies of the killed deathclaws

- The deliverer
Pluses:
Supermutants - a plague of wastelands. Having destroyed 200 of them you become the hero in the opinion of inhabitants of a wastelands. You receive 2000 positive karma. Experience of struggle against mutants allows you to increase damage on them by 20 %, probability of critical hit on 20 %, Strength of critical hit on 50 %.
