Yes.... Not all though! Some do have a wonderful match! I make a lot of darker skinned characters and picking an outfit sometimes is a chore but, RogueLass has outfits that change correctly.

Ok. Did you enable the console in settings? You have to use notepad. Make sure to change the button to a button you would use if the ` button does not work. I would suggest z.
Oh!!! Hmmm.... Try on the regular keyboard. Sometimes that's all it takes. a new button. Oh!! And Warden's trading post does not require console. Not all the outfits support dark skin for the moment but, I think she is working on that!
Those are good ones!! I mostly use RogueLass because she (and her team) has so many styles and they actually get darker with my characters even if it is not the right shade all the time
